Exposure Specifically Measures Ionization in Air, Not Dose to Living Tissue

Radiation exposure measures the amount of ionization that gamma or X-ray radiation produces specifically in a given mass of air, a deliberately narrow, historically rooted measurement rather than a direct measure of biological harm, which is exactly why exposure is treated as a genuinely distinct quantity from absorbed dose, covered separately, since absorbed dose specifically measures radiation energy deposited in actual tissue or material, a meaningfully different question than ionization produced in air. The roentgen, the traditional unit, was historically significant because it was one of the earliest radiation quantities that could be reliably measured with the ionization chamber instruments available in the early twentieth century, which is exactly why it became the historical foundation many radiation safety standards were originally built around, even though it has since been formally superseded by the SI unit, coulombs per kilogram, in most current scientific and regulatory contexts. Exposure measurements remain most directly relevant specifically to how radiation detection and dosimetry instruments themselves are calibrated and specified, rather than being the figure most directly used to communicate biological risk, a role absorbed dose and its related biological-effect measurements are generally better suited to fulfil.
